POSITION STATEMENTS
VFHS members share a commitment to advancing progressive, lifesaving policies and working toward a future in which no healthy, adoptable animal is euthanized due to lack of space, resources, or opportunity. Across Virginia, our members are helping animals and communities in many different ways: operating shelters and rescues, providing animal control services, expanding access to veterinary care, supporting pet owners, managing community cat programs, transferring animals to safety, and advocating for stronger protections.

At the same time, VFHS recognizes that animal welfare work looks different in every community. Our membership includes organizations and professionals with a wide range of resources, responsibilities, challenges, and approaches. Each plays an important role in improving outcomes for animals, and each must develop policies and programs that reflect the needs of the animals and people they serve.

The following position statements reflect VFHS’s shared values and guiding principles. They are intended to support collaboration, encourage humane and effective practices, and strengthen the collective voice of Virginia’s animal welfare community. Through these positions, VFHS affirms its commitment to practical, compassionate, and lifesaving solutions for animals across the Commonwealth.
